Information on Health Declaration for Entry, Exit, and Transit through Viet Nam

Regarding information on health declaration requirements from July 1, 2026, the Consulate General of Viet Nam in San Francisco would like to highlight the following key points:

1. Health declaration is not mandatory for everyone at all times

The provisions of Decree No. 165/2026/ND-CP do not impose a mandatory and regular health declaration requirement on all persons entering, exiting, or transiting through Viet Nam at all times from July 1, 2026.

The application of health declaration at border gates shall be carried out in accordance with the guidance of the Minister of Health, based on specific infectious diseases, the disease situation, and the risk of disease entry into Viet Nam at each particular time.

2. The website “https://tokhaiyte.vn” is not used for health declaration

At present, the Ministry of Health does not use the website “https://tokhaiyte.vn” for health declaration by persons entering, exiting, or transiting through Viet Nam.

The Ministry of Health is currently developing a health declaration system. When health declaration is required, the Ministry will announce and open this system for people to complete the declaration.

3. Forms of declaration when required

When health declaration is required, the declarant shall complete it by one of the following methods:

  • Electronic declaration;
  • Paper declaration.

The health declaration form provided by the Ministry of Health is available in two languages: Vietnamese and English.

4. Time of declaration

Health declaration, if required, must be completed within 7 days before entry, exit, or transit through a Vietnamese border gate.

5. In case of an infectious disease outbreak

In the event of an infectious disease outbreak, the Ministry of Health will, depending on the disease situation, issue additional guidance on health declaration at border gates.
